The teacher was considered and accordingly the primary teachers were entitled to the first higher standard of promotion i.e. the standard of assistant education inspector. As there is no promotion cadre after the Assistant Education Inspector for the primary teachers, they have been given second and third higher education by the Finance Department on 17/06/2011 Resolution No .: Pg-1008-2-4.A. (M) was to be met as per the schedule fixed. After that, the allowance rules of the head teacher cadre were promulgated from the advertisement dated 17/01/2017 under reference (2) of this department. As per the provision made by these allowance rules, primary teachers were appointed as feeder cadre of the head teacher. Provision was made in the proclamation to fulfill the qualifications prescribed for the post of Headmaster to be promoted or to attain higher rank. Thus, if there are two vacancies for the promotion of primary teachers as per the notification dated 03/01/2008, Assistant Education Inspector and as per the notification dated 15/01/2017, there are two vacancies for the promotion of head teachers. As per the resolution dated 05/12/2017 under reference (2) of this department, it is optional to get the promotion of the head teacher, they are eligible to get the first higher standard. Subsequently, the Headmaster Recruitment Rules, 2018 were published from the notification dated 7/06/2018 under reference (2) of this section. Subsequently, the recruitment rules for the Assistant Education Inspector, 2013 were promulgated from the notification under reference (2) dated 31/01/2018 of this department. As per the provisions of these rules, the head teacher cadre has been included instead of the primary teachers as the feeder cadre of the assistant education inspector. Thus, there should be no room for direct promotion for primary teachers as well as promotion of head teacher.
With the above details, the public notice of this department dated 18/01/2071 and dated 21/01/2071 as well as the resolution dated 19/06/2071 should be implemented, to the primary teachers and primary teachers of primary schools under the district education committee / town education consent of the state and In order to maintain uniformity in the interpretation of various declarations and resolutions published under reference
(1) to (2) in respect of the first, second and third appropriate steps, as well as the ancillary changes made therein, all stated in the context. In view of the fact that there is no change in the original provisions of the Declaration and the Resolutions, the following general explanations are issued in respect of those provisions.
• The primary teacher cadre being the feeder cadre of the head teacher cadre, the primary teachers are entitled to receive the higher step standard of the head teacher as the first higher level standard.
• It is voluntary for the head teacher to be promoted to the post of Assistant Education Inspector, i.e. there is no place for promotion for the head teacher but only those head teachers who want to be promoted have to pass the relevant examination.
Thus, the headmaster's cadre is a solitary cadre. As the head teacher cadre is considered as Rouhan, Ranvar, since this cadre is one-cadre, there is a need for promotion for crop teachers after the head teacher? Co) If there is no space, they are eligible for Finance Department DR-3 on Yat K2 / Iii Avait [2 Muj + lej method and third higher 5 standard, - as there is no place for compulsory promotion for the head teacher. As per the schedule prescribed by the Finance Department subject to the provisions of the resolution applicable to the higher pay standard and the ancillary amendments made in it, as per the schedule, the head teacher is eligible to meet the head teacher date 31 /. As per the method of appointment under the Public Name of 01/2071, if the voluntary promotion is made in the cadre of Assistant Education Inspectors, in the circumstances where they are subject to the provisions of the applicable resolution of the Finance Department. 5 will be receivable
